Procedure from library central.lib (see central_lib).

Usage:
centralizerVS( F, D ); F ideal, D int

Return:
ideal, generated by computed elements

Purpose:
computes a vector space basis of centralizer(F) up to degree D

Note:
D must be non-negative

Example:
