@sc{Singular} is a CYGWIN package on MS Windows: you can install it
with the Cygwin Installer (Net Install):

To run @sc{ESingular} (i.e. @sc{Singular} within its Emacs interface) on
MS Windows requires furthermore that the XEmacs editor is installed on
your system.
