Many files in source distribution not world-readable

Description
In the source files you distribute (for example [www.mathematik.uni-kl.de/ftp/pub/Math/Singular/SOURCES/3-1-3/Singular-3-1-3-2.tar.gz]), there are many files which are not world-readable. Most of them have permission 0640, for example in the Singular
directory. I believe it is common practice to distribute files with 0644 permission (or 0755 for executables).
