please add a way to tag examples in .lib files

Description
In order to be able to build the documentation even with some programs not installed, it would be nice to be able to disable some examples in .lib files.
Attached patch adds a easy (though not very flexible way) to do so by allowing to tag all examples in a .lib file when including the documentation of that .lib file and tags some problematic files.

As far as I do understand the tags in the documentation building, adding those tags would not modify what you get when creating the documentation the way you do, but allow others to build the documentation, too.

We have to discuss this in the Singular group - usually we want to have all (possible) features documented. Therefore creating the help files is not part of the usual build process but a seperate process (on a machine that have all the porgrams/features possibly used in the documentation)
