Description
Singular currently contains 7 install-sh scripts (4 if only counting unique).
Besides issues of the differences (like some not initializing transformbasename, but tranformbasename), the license for those files is not fullfilled:
The license of X11R* only gives permissions under conditions like "The above copyright notice and this permission notice shall be included in all copies or substantial portions of the Software."
As older X11 releases did not contain that notice in the file itself but only in a COPYING file in the top-level directory, it seems to have gotten lost in your copy, so you do not include it, thus you do not have permission to copy or distribute that file (unless there is some other license for this file which I am not aware of).
The easiest is perhaps to use the version included in automake, which is used almost everywhere else and can be found at:
git.savannah.gnu.org/cgit/automake.git/plain/lib/install-sh
removed unused install-sh, substitute all others by install-sh from automake 1.11
