Make Singular available as a shared library.

I really miss a library for doing large scale simulations in algebraic geometry through C++.

It is available as shared library since version 3:

• for version 3: see ​https://github.com/Singular/Sources/blob/master/HOWTO-libsingular
• for version 4: building a shared library is the default on all systems which support it through libtool (unless --disable-shared is passed to configure).
