It seems that I solved this problem by myself.

It is neccesary to add Cygwin and executable Singular file location Path to Windows Environment Variable (in previous versions of Singular only path to Singular.exe was needed).

I wonder if there is any possibility to run Singular 4.2.1 in command line on Windows? The previous versions of Singular could be run in such a way, but I can't do it for the latest version of Singular. Anyone knows how to do it?
